Zia's chilling arrow doesn't work when used against Salvo in round 1. Salvo's Rush skill allows him unlimited straight line movement in round 1, however he still has unlimited range even when he is slowed & should be only able to move 1 space.
Should Salvo be able to move unlimited range round 1 when slowed?

I see no bug at all. Zia is first and reduces Salvos movement to 1 (with impact on movement sequence). At Salvos turn his ability kicks in and grants him unlimited movement. Everything like it should.

So when he is slowed his skill should override Zia's chill? He barges while he is frosted. Meaning Zia cannot slow him ever in round 1. Maybe his skill should say removes slows also.

His skill does not cancel Zia's slow. His movement stays in 1, but his 3rd skill grants unlimited range when moving in straight line. If you don't move in straight line the slowed movement would kick in.

His Rush doesn't override Ives Roots

Like I wrote before, Salvos Rush doesn't remove slow it just applies its effect which is unlimited movement in straight line independent of actual movement. Ives root on the other hand doesn't allow movement for one turn, similar to stun or a Aqua's ability. That's why Salvos ability kicks in but he still may notmove. Just basic logics.
