Hiya.
I notice some skills like Lullaby or Shock Wave increase your change of succeeding when leveling up, and has 100% rate on 1 level lower or more heroes, but let's say if my skill is level 42, is the success rate the same against level 45 and level 50? And would my success rate would be the same if my skill level is 42 or 21?

On lvl 70 with a lvl 70 skill you get a 100% success rate vs lvl 70 and lower. If you got skill lvl 42 vs a lvl 50 card, there is a chance it will fail.
Skill lvl x = 100 % success vs hero lvl x

he is asking about the scaling. we don't actually know the rates, but based on some testing I did, the chance of success probably decreases linearly with the level difference, and can only go down to 1%.

Yeah, thank you both. High skill level does matter a lot. My level 42 Centaur with level 21 Shock Wave stun was resisted by all enemy creatures with level 40+. So better keep those skills max because they can be very crucial.

The skills rng of this game is too much... It'd be much better if the skills(for some skills) are 100% success rate for any level, but have their power adjusted. E.g : - Centaur stun will always stun, but at lvl 1 it only stun for 1 turn, no damage, and the damage scales up much higher if you level up the skill - Dracula life drain, always drain, but drain for 20%+0.2% for each lvl up - Zia's revenge, alawys shoot back, but with reduced damage, scales lower as you level
Those changes will make the RNG messes up your tactic(as the game title implies) much less
Otherwise, have to keep those passive skills maxed for now to reduce the rng
